The Election Committee Finalizes Election Rules for All Candidates and Voters - More Time is Permitted to Request Replacement Ballots

2023 Southwest Coastal Area Local Election Rules

2023 Southwest Coastal Area Local Committee: Kenneth Hirahara, Charlie Mai, David Ching, Jan Chou, Lian Chan, and Ngoc Vuong effective February 4, 2023.


  • Election Committee will be expanded for the Ballot Count on Thursday, March 30, 2023, at the local union office.

  • The election period is from February 11, 2023, through March 30, 2023.


1. The last day to join the union to vote will be Thursday, March 23, 2023.

2. The mailing list will be prepared and made available for review at the union office on February 4, 2023.

3. Mailing list will be given to the California Elections Company (PO Box 30201, Escondido, CA 92030) on February 27, 2023.

4. Candidates will be placed in alphabetical order on the ballot.

5. Any Candidate who feels aggrieved in connection with the conduct of the election shall file his or her appeal with the Election Committee within seventy-two (72) hours after his or her grievance arises. The term “election” includes the nominating procedure. Mail appeals to the SWCAL Election Committee at PO Box 27713, Santa Ana, CA 92799; or hand-deliver appeals to the SWCAL Election Committee at 151 Kalmus Dr Ste H7, Costa Mesa, CA 92626-5971.

7. Ballots will be prepared for mailing during March of 2023 at the California Elections Company offices.

8. Ballots will be transported for mailing on March 6, 2023, from the California Elections Company to the local post office.

9. After the Ballots have been mailed, any Undeliverable Ballots will be sent to the California Elections Company, P.O. Box 302021, Escondido, CA 92030-2021. Observers are permitted to review scanned images of the undeliverable ballots upon a written request to the SWCAL Election Committee. An appointment should be made with the Committee to review the images.

10. Ballots must be received no later than 11:00am at: PO Box 688, Walnut, CA 91788 on March 30, 2023. The counting of ballots will begin shortly thereafter at the Southwest Coastal Area Local Union Office located at 151 Kalmus Dr Ste H7, Costa Mesa, CA 92626-5971.

11. Campaign material must be mailed at the candidate's expense at Mailing Pros located at 5261 Business Drive, Huntington Beach, CA 92649-1221. Office number (714) 892-7251, fax number (714) 893-8813. The contact person is Chris West. Payment is required at the time of mailing.

12. Only one (1) observer per candidate (this means either the candidate or his/her designee) will be allowed to review election. material preparation and the counting of ballots.

13. No union funds or equipment will be used by a candidate or anyone to promote a candidate or candidates.

14. APWU bulletin boards in each installation will be made available to any candidate who wishes to post campaign material for the duration of the election. Officers and Chief Stewards should ensure at least one (1) bulletin board is unlocked and made available to candidates. One posting is allowed per candidate or team.

15. All Ballots must be mailed. No hand delivered ballots will be accepted.

16. Members must be in good standing by 4:00 pm on March 29, 2023, to have their vote counted at the ballot tally.

17. Any member who spoils a ballot may request a replacement ballot by contacting the election committee.

18. New members and members who need a replacement ballot must request a duplicate ballot package prior to 4:00 pm on March 23, 2023.

19. Members can request a duplicate ballot from the union office by: 1. Emailing swcalelectioncommittee2023@gmail.com or 2. calling (949) 666-3136 between the hours of 9am to 4pm Monday through Friday during the period of March 6-23, 2023.

20. All members shall mail their ballots in sufficient time so that it reaches the designated PO Box before the ballot pick-up on March 30, 2023, at 11:00 am.

21. NOTE: if a member requests a replacement ballot and returns both the original and replacement ballots, only the replacement ballot will be counted.
